Legislative Updates
ESSAA Legislative tracking activities are a companion to the organization's advocacy efforts and information services. Relevant federal and New York State legislation will be added to the tracking activities throughout the legislative year. The Legislative Newsletter provides members with the ability to proactively plan for the impact of emerging laws and regulations on the daily operations of their districts.
Paul Scampini - Director of Educational Policy/Liaison to SEDPaul Scampini is in his 45th year as an educator in the Capital Region having served as a high school biology teacher, high school principal, elementary school principal, district-wide curriculum specialist, and currently as an Assistant Director of Special Education.
As the Director of Education Policy for ESSAA, Paul attends all monthly Board of Regents meetings to monitor emerging policy changes. He writes a summary report of each meeting that is sent out to all members.
Paul, together with Executive Board members and ESSAA representatives, also participates in a monthly Stakeholder Meeting with Commissioner Rosa and selected NYSED department heads. To effectively advocate for our members, ESSAA attendees meet prior to the discussion and propose pertinent agenda items to have addressed. Paul writes a summary of every Stakeholder Meeting which is sent out to the ESSAA membership.

Celia Strino - Director of Information ResourcesCelia Strino brings over 15 years of education administration experience and expertise in education law and policy to her role as Director of Information Resources for the Empire State Supervisors and Administrators Association. Her career has focused on strategic leadership and team development within school districts and education agencies. With her background serving in various director and supervisor roles overseeing pupil personnel services, special education, and student support programs, coupled with her legal training and adjunct professor roles, Celia offers a unique blend of leadership, pedagogy, compliance, and policy knowledge that informs the Association's legislative advocacy and stakeholder engagement. A demonstrated commitment to equity and access is evident throughout her career, with a focus on innovative programming for the most at-risk students from PK through higher education. Her broad experience gives her unique insight into both the legislative and policy frameworks necessary to create supportive and vertically aligned environments that set all students up for success. For ESSAA, she authors position papers, tracks essential legislation, and participates in stakeholder engagement with NYSED. She is committed to supporting administrative colleagues state-wide and the development of a new generation of public-school administrators through ensuring early access to emerging trends in state education policy and regulation.
