Region 5

Welcome from Region 5
Capital Area Principals and Supervisors Association (CAPSA).

The Capital Area Principals and Supervisors Association is centered in the Albany area. The region extends north to Lake George and south to Hudson. We are comprised of districts that number in as few as one administrator to as many as 50 administrators in one district. The CAPSA Region was one of the “original” groups when ESSAA was first established.

The educational community is experiencing some of its most challenging and difficult times in history. The financial cuts facing districts are very deep and quite extensive. Now, more than ever our organization must become stronger and more united. These budget implications have caused administrative units to be at odds with school boards, central administration, and teacher units. The bottom line is that kids and instructional programs will suffer greatly.

As we all move forward during these troubling times, we must look to our colleagues for support regarding our approach to handling job cuts, impact bargaining, and job sharing. The need for us to foster open lines of communication and collaboration will assist us in dealing with difficult situations. We the leadership of CAPSA is committed to supporting our membership in any way possible.

As always, our organization has prided itself on our “outstanding” legal department, with that said, Michael Starvaggi has done an outstanding job reaching out to all our units and providing assistance where needed. We also continue to grow the region by adding “new” members to CAPSA. Currently, we are in discussion with several districts to join ESSAA as we are able to provide what our competitors do not. We look forward to hosting the June meeting later this year.
